Joining you fine folk?

I stumbled across this marvelous community earlier today, and am quite looking forward to submitting a character or two for your approval. Unfortunately, when I attempted to post an application, the website informed me that I am not permitted to do so at this juncture. Is there a chance that I would be permitted to join in on the fun?
